This is my favourite time of the year to be in Bali. The weather is much less humid most of the time and you often have a bit of a cooling breeze, especially closer to the water.
But yes, it will be very busy at that time as you will be there during Idul Fitri - the few days holiday at the end of Ramadan. Bali will see quite a huge influx of domestic tourists. Most hotels are at or close to capacity - especially at the cheaper end of the market. And the roads are total chaos. It'll be quicker to walk than to get a taxi anywhere within the whole Kuta area.
We just caught the last two days of it last year and it took us an hour to do the 15 minute drive to the airport to come home.
