Are the foreigners whom you complain about Indonesian travellers? If so - surprise, surprise. They are not foreigners, they are Indonesian nationals in their own country. Your parents are in Bali which happens to be Indonesia.
And as to smoking, many people smoke in Bali because they are allowed to. Australians, Europeans, Asians, Americans - you name it, quite a lot of them annoy others by smoking.
The positive result is that there are less mosquitoes around. It is like gratis fogging for the benefit of your parents!
