lighter restrictions

Came back today from Bali on Garuda and had always thought that you could bring ONE only lighter per person back in your hand luggage. Well, today things seem to have changed. My husband had taken off him the ONE ONLY lighter he had in his pocket,so therefore unable to have a ciggien when he got out of the airport. Seems that the rules may have changed to you can not bring ANY lighters back in your hand luggage or on your person.

Any one else heard of the change?
