I guess that may be what it comes down to. I booked a loft room for 2A/3C - 4, 7 & 17yrs. I booked thru the Qantas holidays hotel website. Breakfast included - all five of us listed on the booking and it didn't specify only 2 + 2.
We actually got upgraded for free to a kids suite. There was also a free dinner included for 2A/2C. They didn't charge us for the extra but I think from memory, at the buffet where B/F and dinner are served, 1 child eats free with a paying adult (according to the info on their kids club site.
I would just plead my case when I got there but as I said, may very well depend on who you booked thru. Good luck : )
