could you perhaps arrange for a M.A.S.H.style tent cunningly disguised as a wedding marquee? This would handle the stream of casualties which must surely be coming from this very serious situation. You could disguise stretcher bearers as room cleaners who in between boogie removal could listen for the sound of explosive toilet related sounds and yell "incoming" while rushing the victims to the tent, umm wedding marquee for treatment and just pretend that the sick person is planking on the cleaning trolley.
This would eliminate the ambulance ramping at the front door and, it's probably not exaggerating to say, could fix the whole gridlock traffic problem in greater Kuta.
NB. I have no interests in KTHs, vested or otherwise but have visited friends there and eaten and drank without needing any emergency treatemt whatsoever.........
