Sanur wins easily.
Not sure about snorkelling though, having never done it at either.
Just about everything is better about Sanur.
Bike riding along the lovely beach promenade, the restaurants are heaps better.
Basically there's not much about Benoa to praise. Sure, most of the hotels are nice, but nearly all of the restaurants nearby are very ordinary, bordering on awful.
Benoa is also quite isolated from anything really, with Nusa Dua (yawn) being the closest for shopping.
Sanur has a much nicer feel to it.
