There is plenty to do up & down the East Coast.
PB is fine, though the accomodation options were more limited when I looked and Amed/Tirtagangga/Amlapura are that much further away.
We use CD as a central base. Its in between Pandang Bai & Amed, so you can do easy day trips to both.
If considering PB & CD, you should also look at Amed.
