A really cheap hotel or losmen/homestay may only get him a fan cooled room which may or may not be clean
Really cheap can often equate to grotty

It really depends on the budget & area preference
There are some cheaper places in Legian near the beach
There are numerous places in Kuta not far from the beach
At the link below there is a section on Homestays by area
If you go to the accommodation section by area there are also many budget places listed in Kuta & Legian (as well as moderate & above)
If perhaps you choose one area & nominate a budget it may be easier to suggest a few places to narrow down the list
