The reason for the big variances in the travel times is because of traffic. The traffic in Bali can be very very busy, for example a trip from Kuta to Seminyak can take 20 mins but earlier this year it took us 1 hour 45mins because of traffic.
I would say if the traffic is good and no roadworks or ceremony's it would prob take around 30mins.
