If he walks down and goes in to Poppies II, just around the first corner past the Satriya Cottages, there is a good money changer. He used to open up a bit later than most others, but usually has a good rate. Also just in the entrance of the Satriya, there is a booth where you can change money also. Not as good a rate, but not much less.
