that tourists in Bali continue on with. All the high-horsers out there don't seem to worry about things like smoking in Restaurants or jumping in a taxi that wouldn't be considered roadworthy. Yeah setting off fireworks can be dangerous but taking risks is part of the fun. They are legal in most western countries except good ol Australia because Aussies obviously can't be trusted to make their own decisions and need legislation to remove that burden.
