Most hotels will let you swim in their pools. We have always travelled budget places that don't always have a pool. Recently a friend of ours from lembongan, had a pool built and the guests were asking when could they swim and his reply was after my friends christen it. And we have never stayed at his hotel but often eat in his restaurant
