Hi there. I have only been to the island once, however there is plenty of accomodation on offer and within your price range. I stayed at Alam Gili but this is above your price, however Windi Bungalows is well within your budget. Friends stayed there and highly recommended it at around $30 per night, it is a bit out of town though.
We used Blue Water Express for transfers, but have heard that Gili Cat is fine also. I was happy to pay a bit more for my piece of mind.
Re getting to Lombok, this should not be a problem, plenty of locals will be more than happy to help you here.
