My suggestion would be Inna Grand Bali Beach Hotel. Request rooms in the Garden Wing / Turta Pool area.
Close to restaurants, markets and Sanurs main street. It is located at the top end of Sanur so its not near Hardy's etc but you can walk, catch bemo or there is a free shuttle from the hotel.
The hotel has 3 pools. The main drawcard for us is the lawn area around the Tirta pool - much nicer than concrete, tiled areas in other hotels.
Hotel has good security - cars are screened before entering and there are discrete security guards that walk around the hotel.
Have a look at the website or speak to a travel agent. The rooms should be in your price range.
