overseas banks do not have access to your Australian bank account. Same as if you were a foreigner trying to access your overseas account in an Australian bank. Only way you can get cash out over the counter in an overseas bank is to do a cash advance against your actual Credit Card.
Best to use ATM's and as other have said their ATM's determine the limit
