Stayed at the Padma and Holiday Inn at Easter. Both lovely, and in excellent condition. My kids (10 and 2.5) liked both. They had planned to use the kids clubs but ended up preferring to spend time in the pools. Hol Inn was a bit further away from things than the Padma. I would stay at both again, but at the Hol Inn would only stay in a Family Suite (2 interconnecting rooms), not the Baruna Suite or Kids Suite. Stayed in the Family Lagoon View rooms at the Padma and had no complaints. With both hotels you are limited to putting kids only in the second rooms, if you pay the discounted family rate. At the Padma you would need to pay more to put your Mum in the second room and the 11mo would need to sleep on a rollaway, and at the Hol Inn the beds in the second room are kid size and limited to 2 kids only.
You may be better off looking at a villa, which would give you all a bit more space, and may work out the same price after the hotels charge extra for your Mum.
