This is no excuse to treat anyone else without due respect however.
This sort of behaviour is not restricted to either Australians or necessarily Bali.
Neither is it restricted to people of any one socio-economical group or race.
If you feel that any intervention is going to help, then say something, but be prepared to then become the focus of the dullards attention.
I think that people who work in service industries are pretty much used to getting the odd half-wit blowing their horn.....regretfully it's just the way things are.
I have politely suggested that an ignoramus may wish to reconsider their behaviour in the past, but this simply appeased my own conscience......it almost certainly did nothing to alter the inherent behaviour of the idiot.
This is the world we live in.
