uncomplicated (& quickest!!!) way is to present the correct USD.
If paying for 1 person it is USD25..... all USD denominations usually available at larger Aussie banks (CBA, ANZ etc).
You can pay for 2 x people VOA together, no problem.
There is a CBA ATM between Immigration & Customs if you require Rupiah before you leave Denpasar Airport.
You need to withdraw in Rupiah.
