Yes, as far as i am aware, that is correct. I have been 4 times in the last 18 months and have never seen a cash machine that dishes out more than 3m.
Outside of the main tourist centres you may even struggle to find one with this high a limit.
Depending on your bank (and card) you may be able to go into one of the banks and withdraw cash, and therefore a highter amount, however when i tried this with my UK bank card, was told i could only do it with a credit card, not a debit card. Maybe different for Aussies for example, who use the commonwealth bank at home, as these are also in Bali.
