As far as I'm aware, they never actually found Legionnella when they tested at the hotel.
There were a number of cases in people who had returned from Bali with Legionnaires and a few, but not all, had stayed at Ramayana. They probably all went to a lot of other places in common as well, but the media latched onto the hotel as the scapegoat.
