Many apply for this even though not staying over 30 days to avoid going through VOA queue
Others apply if staying longer eg 2 months
Has to be applied for at an Indonesian consulate/Embassy
Travel agents can also arrange/send off for you
or depending what your friend does they may be on a business visa etc
