I have previously stayed at the Dynasty in one of their disabled persons access rooms with adjoining room if need be. They are the old executive rooms, ground floor, very nice. My previous jbrs are in the archives.
It all depends on what the person wants out of the holiday, if it is to tour Bali then get someone like Bali Access (Sanur based) to arrange it, they have the transport and the staff. If you are quite happy with a look here and there, enjoy the resort and relax then quite okay.
From the Dynasty you could use the beach boardwalk to access the Discovery Mall (through the underground carpark). As already stated the Balinese are always very helpful and very inquisitive in to why you would bother going to the trouble of visiting Bali when in a wheelchair.
I also knew someone staying at the White Rose Hotel on her own, electric wheelchair bound, I met her outside the Kuta Art markets beachside, shocked at seeing her not only there but in Bali she told me she had just rode down the roads, whenever there was a problem someone was always willing to give her hand....takes some courage to do that.
If you have a look on the Bali Chat Forum someone recently was posting about their new tour company that enables disabled people to travel,it may be of some help.
Also as said Bali Access in Sanur can offer transport,equipment and personal carers if need be.
Remember what you go to see in Bali may not be what a disabled person has to see, just getting out of the country they live in is an accomplishment and enjoying the sights,smells and sounds of Bali could be just what they are looking for.....just think of all the good food they can have!
