I buy half a kilo every trip (they freeze well), always declare them & all the other spices I buy, in Perth on return & never any probs. BTW use 2 or 3 vanilla pods for 1 in recipes as the Bali ones are much smaller.
Agree about knives - as long as they're in hold luggage knives are no problem unless, as you say, they are sharpened on both sides.
I put my pods, knives, spices & anything else Quarantine might be interested in in a plastic bag on the top of my hold luggage. Always easy peasy & saves time.
