we got a new passenger vehicle April last year (when the law came in). We have an 8 seater with 8 seat belts, all new vehicles come with them, the driver will just let you take the fine if pulled over so you may want to make sure next time you are here you get in a new vehicle. Cops will even ride next to a vehicle on the motorbike and try and look in the windows to see if you are wearing them, especially on the highways.
Also, drivers are not allowed to play tour guides anymore, not that they can monitor what you are chatting about in the car, but unless they are a licensed tour guide they will not be able to escort you into any attraction.
