Arrival question - Sat 23rd April

We are arriving at 5.10pm and tossing up whether to go with the VIP service or not.

We have 3 kids, including a 6mo baby and a hyperactive 2yo. Is it likely that we will be escorted to the front of the queue (for free) if the kids are going feral, or are we best to just book H or M and not take any chances?

Also, are the big queues before or after we get our luggage? If we can access our pram before queueing then the wait would be more manageable. No pram = herding crazy cats.
