Sorry but can't agree about Perth - flown with AA last 3 - 4 times, breezed right thru customs. Probably as in Bali, it depends on how many other flights are arriving at the same time.
Flew Jet* once to Bali & it took 2 hours to get thru customs as there were 6 - 8 other arriving international fligths AFTER we had landed and several already on the ground ( it was about 2pm?).
Flown AA early flight ( 5 am) ex Perth to Bali 8.30am & its the only flight arriving at that time, - thru in a breeze. N\Possibkly not customs fault, perhaps it the scheduling times of airlines??
