Generally come unfurnished.
For 3mill a month you could get a room in budget hotel with more amenities & own bathroom around Poppies 1 & 2 and Jln Benesari
It's unlikely that a local kost (even a new one) will have access to internet/email
Local rooms are generally easier to find once you are in Bali

Generally if there is a bathroom inside the room it's smaller & often with just a tap & bucket & squat toilet
Some if you are lucky have a bak mandi
There are newer ones around with more western type bathrooms but not always easy to get
