It simply is not practical. Can you imagine 10's of thousands of tourists descending on local police stations to have IDP's endorsed? They would be swamped. If it is a 'law' then it is not one that is enforced either by the local authorities, or the insurance companies.

However, I believe this information to be an internet rumour. 25 years + of travel and living in Indonesia - and most of that riding motorbikes - I have never heard of this requirement either from police or anyone else. The fact that insurance companies don't require it and it has not stopped people from claiming indicates to me that it is a load of bunk.
