You should try almost any Hotel in the Poppies lane 2 of the good ones are Fat Yogi and the other one Bali Dive Hotel both are in your price range..
for Party you can go either to Jl. Legian there are all the clubs and the cheap ones if you have more money go to double six...a good club bar with life music in Bali Rock Cafe in Jl. Melasti...they have awesome cheap drinks..
