at the top of the page has nothing to do with actual bank note exchange. It is the rate that the banks use for bills of exchenge. Because of the cost of actually handling cash (the security & handling cost etc) needs to be considered the bank note rate is lower. The bank's profit margin also reduces any currency transaction. The rate at the top of the page is around 8800rp to $A.
The best you will get for a $A (bearing in mind that coins are not accepted) in Kuta right now is 8725rp. If you draw money from an ATM you will get slightly less than that. There are 5 atm's inside the arrivals terminal. If you change actual currency with a money changer right now at the airport you will get about 8400rp per $A.
