If going from Sydney/Melbourne to Denpasar via Jakarta with Garuda you do exactly as I said. The luggage is tagged through to Jakarta/Denpasar but because Jakarta - Denpasar is a domestic flight and no inspection at the Denpasar end, then the customs inspection is in Jakarta and you must collect your baggage like everyone else on the flight.(This is exactly like if you are flying Jakarta - Sydney - Brisbane on Qantas and you must clear customs in Sydney and check in again.) You then immediately check it in again at a small special counter to the left of the xray machines. Garuda now flies with Immigration officers on board so all passport clearance is done on board. Those needing visa on arrival pay the $25 at checkin and all is processed in flight so not a moments delay between plane and baggage. I have done this several times in the last few months since the new system started.
