Current cost for a tourist visa to enter Australia is $105, there are a few countries that can get an evisa for a service fee of $20, but Indonesia is not on that list of countries. ALL countries have a charge for visas whether issued by a consulate or VOA as is the case in Indonesia. It is not an example of corruption. Departure taxes are also normal costs associated with travel, just that for tickets purchased in Australia the taxes are "hidden" in your ticket price.
And an attitude of "everyone is doing it there" is not going to reduce corruption but increase it!
