You are a little confused here dennis.
'Perhatian' is used for announcements such as the ones at the airport, schools, public places etc usually with the use of public address systems.
If you want the attention of a waiter, a receptionist at a hotel, a shop keeper or a policeman standing on the side of the road you would say "permisi".
If you said "perhatian" to one of these people you would get a strange look that's for sure.
