My daughter (now 35) has a peanut allergy which used to be extreme but has subsided...perhaps because she always carries an anti-allergenic (is that a word?) with her.
When she went to Bali (and to many other places) she did as you suggested and had a card typed up written in local language explaining her predicament. She was amazed with the response. Restaurant owners would take her into the kitchen to demonstrate their clean-up and how seriously they took her situation.
Don't recall who she took out insurance with but they were very impressed with the precautions she had taken and said they felt happier covering her than someone without a problem.
So suggest balibella's friend tries this approach.
