I do not think that is right.
She should still be able to get travel insurance albeit that it might not cover her for a peanut allergy.
I have an allergic reaction to seafood (Anaphylaxis), only had one episode 7 years ago.
I take two Epi-Pens with me to Bali and have been 10 times since my initial attack and thank fully have not had an attack since.
I avoid all seafood and stuff myself with pork spare ribs or duck:)
Peanut allergy can be very severe.
Given that she has had two attacks within 12 months I doubt that any Insurance company will insure her for that specific event.
The onus is going to be on your friend to make sure that she does not come in contact with anything that has a peanut content e.g. cooking in peanut oil.
She should still be able to get Travel Insurance for all other conditions.
It is imperative that you notify any insurance company of her condition and if you are lucky one of them might insure her but at a pre existing condition rate.
At the present time I use "B Secure" insurance which is affiliated with Virgin airlines.
They are one of the few companies now that do not have an excess(which you have to pay for each and every claim) unless you have a pre existing condition or reach the age of 71 or 73?
