7% is the average worldwide. Balinese, like most Asian people have well below 1%. This was the main reason behind the mobiles so that they could get out to hotels with large numbers of western patrons, especially when a tourist had an accident as they couldn't obtain O neg from locals.
The following is part of a promotion we used to put out when we were establishing and equipping the Bali Blood Bank a decade ago now. The figures came from the blood Bank themselves.
"Have you ever thought about what might happen if you have an accident in Bali or need a blood transfusion?
Most visitors to Bali feel secure in the knowledge that they have travel insurance or at least enough money to pay for treatment.
However, there is a severe shortage of 'O-negative' blood available because virtually no Balinese are O-neg whereas up to 27% of Westerners are. So all the money in the world could not help you if the blood is not available."
