I went to a friend's traditional Hindu wedding in Karangasem a couple of years ago and was told I didn't need to wear long sleeves, but my shoulders should be covered, so short sleeves at least - plus sarong and sash.
If it's been mentioned that women need their heads covered, then it would more likely be a Muslim wedding and potentially there could be more cause for offense if tradition isn't followed.
I'd suggest dressing as it's been described and everyone will be happy. I certainly was glad I didn't wear western dress to the wedding I went to and was not at all uncomfortable in what I had on.
I had a great day too, even though most people there had little or no English at all. We relied on my rather ordinary Indonesian plus lots of sign language and mime - and a whole lot of laughter and smiles.
