as here in the UK (absolute Nanny State!) anyone over the age of 18 can buy them, and let them off at any time until about 11pm.. except for special allowances on November 5th, and NYE.
I do think though that its absolutely rediculous that anyone can buy and use them. I do agree its nice to have a private fireworks display, but you should require a licence and proper training.
There will be kids letting off fireworks for weeks after bonfire night, i am just glad i will avoid it all by being in bali.
