in Bali.....there are many bike shops, some selling high end expensive equipment.
However as others have stated, around central Kuta/Legian some care needs to be taken.
The key may be in the timing.
I often take a bike ride around the Poppies Lanes and to the beach path, through to the airport back up Raya Kuta and past Bemo Corner, but this is early in the morning, cooler and less traffic.
Frankly, I think it's much safer on a pushie than on a motor bike and it's a great way to explore the back streets and lanes all around the place.
Good luck if she goes ahead with it, and a high viz vest along with the helmet will not do any harm either.
