The reality though is that if you declare it, the customs officers may show some discretion and let you through with small additional amounts OR they will drag you off to their "little room" to try and encourage some "duty" from you.

I've taken this up with the Indonesian embassy in Australia and their response was that the officials can charge you whatever they like - as you can't officially pay the extra duty.

This is no different than bringing goods into Autralia that exceed your duty free allowance. If you go over the allowance (be it smokes, alcohol or goods in excess of $1000, you will be asked to pay the taxes/duty on the whole quantity - not just the excess
