They are both 211, as is the single entry business visa. Technically a social or business visa 211 still requires a sponsor letter. If you obtain a tourist visa 211 it is not extendable in-country, however common practice is for it to be converted to a social visa 211 with a sponsor letter. The fine difference is the purpose of the stay.
