I have stayed in Sanur a few times, although not for a couple of years. I don't think I have ever shopped there - as there was never really anywhere to shop!
Seminyak on the other hand has fantastic shopping. Boutique after boutique of beautiful clothes, jewellery, shoes, leather bags and belts, homewares, etc. Jalan Laksmana is a good starting point. You won't find any markets or cheap shops here.
Unless things have drastically changed in Sanur over the past two years, there is no comparison between the two places as far as shopping is concerned.
