This is not "arranged", it is paid in the form of USD25 per visitor (some pay in alternate home currencies)
You may be confusing VOA with the express arrivals service that can be arranged by contacting someone like Murti (conduct a search of this forum for details)to ensure fast and escorted passage through the process that may be of value if there are long queues, travellers are old / infirm, young children or for whatever reason one wants to ensure a fast transition.
