I had the same question when looking at our holiday in January. After researching I decided on the Padma. Not cheap but there are not a huge amount of hotels with kids club in the Kuta Legian area.
Other choice that you could look at are The Dynasty, Hard Rock Hotel and I think Melasti has a kids club.
