Always best to pay in $US going in, they will take most currencies though. If you're planning on heading back you should exchange your home currency for $US to pay for your next VOA. Small US notes to make up the US$25 not neccessary as I always ask, and get, the change in US from large notes. Best if you can borrow from friends back home (if you haven't got it) the $US25 then buy US in Bali to repay them and for your future visits. If buying US there just be very careful and use a reputable money changer as conversions from your home currency to $US is liable to be rorted by the dishonest ones.OR change into Rupiah, then change that to US.
