They actually do have the monopoly for pick ups out the front of Bali Galleria and even have it written on the back window of the cars. They're not the best maintained taxis around - usually no shocks - but I've never had an issue with catching one from there and paying the metered fare (rounded up of course), and have always been taken to where I asked.
