because I have flown many times and I have been amazed many times (not in a good way) by how much luggage people want to bring along without realizing they are travelling on an AIRcraft. It's shocking!
I do know that in Europe (I live in the Netherlands)the rules are quite strict when checking in at the airpot and the trouble some people make, when they are confronted with excess luggage, is crazy. We are not travelling by road. That is something these people obviously don't realize.
These rules are not made up to annoy us, it's for safety.
And we are not even talking about the way some people act during a flight, changing seats on non full planes, for instance.
