From my experience they ask $30 wether you have 1 or 6 bottles over the allowance. They tend not to look at it per bottle, but rather per "offence". Of course if you declare then no offence has taken place. Paying the fee is an offence, but so is buying copy watches, t-shirts, DVD's etc. If you wish to pay per bottle it is up to you to negotiate a rate.
