there are scooters for hire everywhere in Kuta.
They should cost between 25K to 45K a day, depending on age and conditon of the bike.
Good ones we have used are Sari Bunga Wangi in Jalan Padma Utara ,and Kusnadi on Rum Jungle Rd (Pura Bagus)( 35K - 45K but good bikes)
Make sure the brakes etc are good , as per GaryD's post.
Check the helmets too, some of the cheaper ones are a bit dodgy.
Make sure they have the correct papers on the bike, as you will need to show them if pulled up by police.
You also need to carry your international licence with you, and the rental agreement, to avoid a possible "fine".
As long as you are a reasonably experienced rider, it is fairly easy, just go with the flow of the traffic and be Balinese (very patient, no road rage).
We hire one for every day we are in Kuta, very handy to get to tailors, shopping, emergency Bintang supplies etc
