I would suggest Nusa Lembongan for snokeling... crystal bay, gammit bay, mangroves and the wall. Grab a local fishman to take you around the island... about 250,000 each. They will also give you bread to feed to the fish... absolutely amazing.
When we were there last year a couple told us about Blue Lagoon at Candi Dasa, as it happens we were heading up that way later in our holiday... we loved Candi Dasa but the snokeling at Blue Lagoon was very disappointing, not many fish and most of the coral was dead after being destroyed by the big ships that come through those waters.
Tanis Villas has reasonably priced accommodation and is located on Mushroom Bay, just down from Bali Hai Huts... they can organise their speed boat to pick you up from Sanur beach.
